Welcome! The City of Port Arthur's Purchasing Division invites you to become familiar with our organization and the way the City procures needed goods and services necessary to provide our citizens with the services they require.

The Purchasing Division is under the general supervision of the Director of Finance and is responsible for purchasing, contract administration, surplus/scrap materials and equipment, and the mail center.

The Purchasing Division's office is located on the 2nd Floor of City Hall, 444 4th Street, in downtown Port Arthur. Regular business hours are 8:00 a.m. to 5:00 p.m. Monday through Friday. Vendors are welcome anytime during our business hours but it is recommended that you call for an appointment to assure availability.

The City is exempt from federal, state, and local taxes except in certain prescribed cases. An exemption certificate is available from the Purchasing Division and can be furnished to any of the City's suppliers upon request.
