The Finance Department consists of the Accounting, Purchasing and Central Collections divisions and by City Charter is responsible for the administrations of all the City's financial affairs, including the receipt, disbursement and safe-keeping of the City funds. Additionally, the Finance Department manages a Management Information Division for itself and other City Departments
The Accounting Division, headed by Controller, Harold Hankins, develops, initiates and maintains the City accounting system and records in accordance with the Governmental Accounting Standards Board. The Purchasing Division, headed by Clifton Williams, Purchasing Manager, is responsible for the procurement of supplies, materials, equipment and services at the lowest and best price. On purchases exceeding $50,000 the Purchasing Department advertises for bids and furnishes bid specifications to vendors, but such purchases require approval of the City Council. The Purchasing Department is also responsible for delivery and collection of the City mail, and the sale of scrap and disposal of assets. Purchasing Division can be contacted at (409)983-8160.
Central collections receives and deposits all incoming funds.
